They are filled with soft foam, but taking to account how hard is the rubber compound on the black one, it doesn't bring any benefit. They are not glued, and especially gluing black one is super hard due to hard compound. Take a glue with needle if you want to glue them estetically. Generally, for this price they are wery good wheels for a road models.
