The wheel was mounted OK but the bearing wasn't. I had to take the axle out and hammer the bearing further in on the hub and seat the clip which wasn't even in the groove (!) the wheel had massive play as a result of this. This HAS to be paid more attention in the future since it can pose a security risk if the hub comes apart or the wheel gets locked in the brakes due to too much play during riding, causing crashing with potentially lethal consequences.
