I have checked this cheap Li battery charger and it works as it shoud. In my case it gave 700mA and 4.1V at the beginning of charging. That current is good for a 2000mAh battery. For smaller batteries you should change the "program" SMD resistor with the 122 code. I am planing to solder there a variable 10k resistor, to use the charger for a wide range of Li batteries.
